Indeed, suffrage was once restricted to landholders on the basis that only those who were paying for government had any right to have a say about it. We ultimately democratized, coming to see that disenfranchising the poor was wrong since they faced many of the burdens of citizenship, including military service. (And the passage of the income tax rendered the issue moot, regardless.) Eventually, attainment of majority was deemed enough to satisfy the Уstake in societyФ principle. We even lowered the voting age from 21 to 18 because we came to believe that forcing people to go to war at 18 but not allowing the to have a say over whether we sent them was wrong. (Although, oddly, weТve since decided that we can withhold their right to drink alcoholic beverages or smoke cigarettes.)
If rights and responsibility are linked, then the voting age must also be the age of accountability. If youТre mature enough to vote, youТre mature enough to be liable for you conduct. Consideration of lowering the voting age should be made with that in mind.

But so did the surveillance room of this Macau casino. As it is standard procedure to observe ultra-high rollers, the surveillance operators were watching this one play fifty-two grand per hand as they were supposed to. They couldn't help but notice the two men on either side of him tapping his chips with their Marlboro packs. But as the UHR didn't seem to mind, neither did they--until one of them spotted one of the cheats peeling something off the bottom of his buy marlboro pack that looked like...well, a casino chip. They zoomed in their cameras, and then when security swarmed over the cheats and confiscated their cigarette packs, they found twenty-nine HK$100,000 chips in their jacket pockets. That's 372,000 US dollars!
If only they would have gotten away with it! But they didn't...Why? You guessed it: Greed. They should have been happy with ten of those chips or so...but I know it's kind of hard if not impossible to walk away from a scam when the money is rolling in like that...or should I say "when the money is sticking in like that!"

Newsagents and supermarkets may also have to move their smoke cigarettes displays out of view so as not to tempt people to take up smoking.
The "out of sight, out of mind" proposal is part of the Department of Health's consultation to be launched later this spring, which looks at ways to stop children smoking. The relevant legislation could be introduced in the autumn.
But the move has been denounced by critics as further evidence of a growing "nanny state" and another assault on smokers.
Neil Rafferty, a spokesman for the smokers' rights group Forest, said: "This is another attempt by the Government to stigmatise smokers and make them feel bad about themselves.
"It is a creepy and authoritarian measure. Tobacco is a perfectly legal product from which the Government makes more than ?10 billion a year in taxes."
